So it seems like somebody got a hold of a Jehovah's Witness video encouraging deaf people to stop masturbating, and dubbed over it with R Kelly's Ignition Remix. The original video has sadly fallen off the internets, which is a little ironic because to the deaf people it's targeting it's still the exact same video. Ha.
